any person getting a dog should register it with the local council by law and pay a fee of say £30.00p. The fee would give you a card which you would have to carry in case you were asked to show it and it would have on it your dogs proof of inoculations or vets name to check if inoculations are up to date. The dogs micro chip number and signature of owner.
Any person getting a dog should have 2hrs training and information regarding dog welfare etc and get a signed form from a registered dog behavioural /trainer and pay for this before they get a dog. They could discuss the breed they wanted and see if the dog was suitable for their situation.
So, they would have paid for their dog training cert before they get the dog whilst being informed that they will have to get a licence which would show on the issued card my aforementioned details

Well, for a start the government should put a ban on people under the age of 18 from owning a dog as THESE are the ages (underage) when young boys are taking dogs out to public parks and training them to fight and be vicious... Its not just the dog who is dangerous its the OWNER who is MAKING the dog vicious... I recently read an interview in THE SUN from a young man who openly admitted dog fighting....this should be recongnised and he should be BANNED from EVER owning an animal...
I, and many other people, think that dogs are only vicious when trained to be so... Only on occasions of neglect do dogs REALLY become a threat...

Hello,
What is the story I'm reading that the RSPCA takes animals from their homes, without CAUSE (no history of ANY aggressive behavior at ALL) & removes them from their homes as happened to a beautiful dog named RHINO?! I saw photos of him in his loving home, then photos of him after being held at the RSPCA for SIX MONTHS on no charges! He is now underweight, has burn marks all over his body (even genitals) had his tail AND 2 back legs BROKEN! He is a mere shadow of the dog the RSPCA broke in like NAZIS & took with no reason at all. His family is devastated, & doesn't even know WHY he was taken. Please... I want to hear YOUR side of this before I make it my goal to make everyone in America aware of it~ this isn't the first incident like this that I've heard! What is going ON there?!?
